The Ministry of Education of Turkmenistan Discusses Digitalization of the Education System in Line with the 2017–2025 Concept for the Development of Digital Education

Ashgabat, Turkmenistan, 2024 – The Ministry of Education of Turkmenistan held an important meeting with the participation of representatives of higher education institutions and secondary vocational schools, focusing on the digitalization of the national education system. The event was organized within the framework of the 2017–2025 Concept for the Development of Digital Education and in accordance with the instructions of the esteemed President of Turkmenistan to enhance the efforts in digital transformation.

During the meeting, the participants were introduced to the "Sanly Bilim" platform, a comprehensive digital system designed to integrate educational resources and services into a unified ecosystem. The platform aims to increase the accessibility of information and improve the efficiency of educational processes across the country.

Sanly Bilim as the Foundation of Digital Transformation

The Sanly Bilim system (www.bilim.tm) provides a centralized platform for managing educational data and services. It offers a seamless experience by connecting all educational institutions and their resources under one digital umbrella. The presentation at the meeting highlighted the platform’s core components:

  1. Centralized Information Hub
  2. The system aggregates data from all educational institutions in Turkmenistan, making it available through the www.bilim.tm website and mobile applications. This ensures accurate, timely, and accessible information for all users.
  3. Educational Services Platform
  4. With the introduction of the "Bilim ID", students and staff will be able to access various services, such as course registrations, access to digital libraries, and exam enrollments, through a single window. Integration with platforms such as e-Mekdep and e-Kitaphana will further streamline interactions between educators and learners.
  5. Notification and Announcement System
  6. The platform enables real-time communication via SMS and online notifications to keep students and staff informed about changes and updates in the education sector. This ensures fast and efficient coordination across institutions.
  7. Unified Educational Standards
  8. The Sanly Bilim platform aligns the educational websites and digital infrastructure of all institutions with international standards, creating a cohesive structure for managing education processes effectively.

Alignment with the President’s Vision for Digitalization

The participants emphasized that the digitalization of education is a key priority for the government, reflecting the esteemed President of Turkmenistan's vision to modernize and enhance the education system. The Sanly Bilim platform is expected to play a pivotal role in achieving these goals, providing a foundation for future innovations and fostering the development of highly skilled professionals in the country.

Expected Results and Next Steps

The implementation of the Sanly Bilim platform will lead to several significant improvements in the education system:

  • Enhanced data control through integrated analytics tools;
  • Centralization of educational resources for increased transparency and accessibility;
  • Real-time updates to curricula and regulations in digital formats;
  • Optimized resource management by reducing paperwork and automating processes;
  • Improved access to educational services for citizens via the Bilim ID system.

The next steps involve integrating all educational portals and services into the unified Sanly Bilim ecosystem and training staff to use the platform efficiently.
