​The President of Turkmenistan held a meeting of the State Security Council of Turkmenistan

On November 6, the President of Turkmenistan, the Supreme Commander-in-Chief of the Armed Forces of the country, Army General Serdar Berdimuhamedov, held a regular meeting of the State Security Council, at which the results of the activities of military and law enforcement agencies for ten months of this year were summed up. The agenda also includes issues of maintaining security and tranquility in the independent Homeland, strengthening the material and technical base of law enforcement agencies, and further improving their work.

The first speaker was the Secretary of the State Security Council, Minister of Defense B. Gundogdiyev, who reported on the practical steps taken during the designated period in accountable structures in order to successfully implement the tasks defined in the relevant Development Program. At the same time, a report was made on the measures being implemented to strengthen the defense capability of the Fatherland, introduce a digital system and re-equip the formations of the National Army with the latest technical means, improve the professionalism of officers and soldiers.

The topics of the report also included the course of retirement from the Armed Forces and the regular conscription of Turkmen citizens for military service.

Summarizing the report, President Serdar Berdimuhamedov focused on the long-term plans of military structures, taking into account the key aspects of cardinal transformations carried out within the framework of the defensive Military doctrine. Among the priorities was the improvement of the country's Armed Forces in accordance with the requirements of modernity and the renewal of the material and technical base of all subordinate units. In this regard, the head of state instructed the Secretary of the State Security Council, the head of the Ministry to keep under control the course of retirement from the Armed Forces and the autumn conscription campaign.

Prosecutor General B.Mukhamedov reported on the results of the work done over the ten months of this year, including the supervision of the implementation of legislative and regulatory acts in force in the country. Information was also provided on the steps taken to actively apply the digital system in the accountable department and the results of inspections conducted on behalf of the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan.

Summarizing the report, President Serdar Berdimuhamedov noted the importance of constant monitoring by the Prosecutor's office for the full and accurate implementation of legislation. The draft National Anti-Corruption Program in Turkmenistan for 2025-2029 and other documents should be developed in accordance with generally accepted norms of international law, the head of State stressed, addressing a number of specific instructions to the Prosecutor General in this regard.

Next, the Minister of Internal Affairs M.Hidyrov reported on the results of activities for January–October 2024, concrete steps taken to maintain public order, prevent crime, organize the work of Road Supervision and fire safety Services in accordance with the requirements of the time. There was also a report on the opening of modern administrative buildings of technical inspection and vehicle registration units of police departments of the Ministry of Internal Affairs in some regions of the country during the period under review.

After hearing the report, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan ordered to consistently improve activities to combat crime and other offenses. Among the main long-term plans for the coming period, the use of modern technologies to ensure compliance with traffic rules was identified. Emphasizing the need to carry out appropriate inspections in order to prevent fires at household facilities and in residential buildings in winter, President Serdar Berdimuhamedov instructed the Minister to carry out explanatory work among the population at the appropriate level.

Chairman of the Supreme Court B.Hodjamgulyev reported on the measures implemented during the designated period in order to fulfill the tasks defined in the Judicial System Development Program, as well as to strengthen the material and technical base of the department and human resources. At the same time, it was reported about the commissioning of modern buildings of a number of etrap units.

A draft decree on the appointment and dismissal of judges of the courts of Turkmenistan and the assignment of qualification classes to them was also submitted to the Supreme Commander-in-Chief of the Armed Forces of the country.

Summarizing the report, the Head of Turkmenistan drew attention to the need to carry out appropriate work to prevent the causes leading to crimes and offenses. Stressing the importance of systematically improving the knowledge and professionalism of judges and court staff, President Serdar Berdimuhamedov addressed a number of specific instructions to the head of the Supreme Court.

During the meeting, the head of state signed a Decree "On the appointment and dismissal of judges of the courts of Turkmenistan from their posts, as well as on awarding them qualification classes."

Minister of National Security N.Atagarayev, who then spoke, reported on the work carried out in January–October and the practical steps taken to maintain security and tranquility in the country. There was also a report on the widespread use of modern technical means in the departments, ongoing measures to improve the professionalism of employees.

After hearing the report, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan stressed that priority should be given to the effective implementation of the tasks defined in the Department's Development Program. Noting the importance of close cooperation with law enforcement agencies, as well as strengthening human resources, the head of state gave the head of the Ministry a number of instructions.

Next, the head of the State Border Guard Service, Ya.Nuriyev reported on the measures implemented over the past ten months to ensure reliable protection of the sacred borders of the Motherland. Along with this, a report was made on the progress of modernization of the material and technical base of the Border Troops, the work carried out to improve the professional skills of career officers and young border guards.

Summarizing the report, President Serdar Berdimuhamedov noted that the border of independent neutral Turkmenistan is a stronghold of friendly relations with neighboring states. Special emphasis was placed on the need to pay attention to the issues of technical re-equipment of the departments, the proper solution of the tasks defined in the relevant Program. The Head of the Service was also given specific instructions regarding the continuation of work on the modernization of State border facilities.

Further, Minister Adalat M.Taganov reported on the results of the activities carried out in January-October this year, the practical steps taken to implement the digital system in structural units, as well as on the implementation of instructions previously given by the Supreme Commander-in-Chief of the Armed Forces of the country.

After hearing the report, President Serdar Berdimuhamedov identified the improvement of the rule-making process and national law enforcement practice among the key vectors of work. Having placed special emphasis on the importance of studying the best practices of jurisprudence, the head of Turkmenistan ordered to develop proposals on an ongoing basis for the implementation of generally accepted norms of international law in the country's legislation, taking into account the priorities of the Homeland's domestic and foreign policy.

Then the chairman of the State Customs Service M.Hudaikulyev reported on the results of activities for the period under review, the measures implemented in order to properly implement the instructions previously given by the President of the country.

After hearing the report, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan noted that proper customs control should be carried out at checkpoints of the State Border. The Head of State also stressed the need to strengthen efforts to prevent violations of customs rules at border checkpoints through the effective use of modern technical means and gave relevant instructions in this regard.

Further, the Chairman of the State Migration Service, A.Sazakov, reported on the activities carried out in January–October, the steps taken to successfully solve the key tasks facing the department.

After hearing the report, the Head of Turkmenistan stressed the importance of strict control over the registration of the entry of foreign citizens into our country and their departure. At the same time, it was noted that it was necessary to keep the observance of generally accepted norms of international law in this area in the center of attention.

In continuation, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan stressed that the Service has carried out work on issues related to statelessness in our country. In this regard, the head of the department was instructed, together with the relevant UN structure, to organize a regional conference in Ashgabat on November 8 this year.

Summing up the meeting, President Serdar Berdimuhamedov noted that in accordance with the Military Doctrine of the Motherland, which is purely defensive in nature, measures are being taken aimed at ensuring the security and integrity of an independent, permanently neutral Homeland. As it was emphasized, practical steps are being systematically implemented to strengthen the defense capability of a sovereign state, improve the social and living conditions of defenders of the Fatherland and their family members. In this context, the emphasis was placed on the fact that work in this direction will continue.

A number of other issues were also considered at the meeting of the State Security Council, on which appropriate decisions were taken.
