Honorable President Held a Meeting of the State Security Council

On January 5, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces, General of the Army Serdar Berdimuhamedov, chaired a meeting of the State Security Council, where the results of the work of military and law enforcement agencies for the first month of the current year were reviewed.

The first to speak was the Secretary of the State Security Council, Minister of Defense B. Gundogdyev, who reported on the results of the work carried out since the beginning of the year within the framework of the Development Program of the Armed Forces of Turkmenistan, as well as on the implementation of the President’s instructions regarding the enhancement of the country's defense capability.

Information was also presented about service and residential facilities commissioned in honor of Defender of the Fatherland Day.

Summarizing the report, President Serdar Berdimuhamedov emphasized that sovereign Turkmenistan will always remain committed to its neutral status and the high principles of humanism and good neighborliness that have historically been inherent in the Turkmen people. These principles form the foundation of the country’s Military Doctrine, which is purely defensive in nature.

Highlighting the importance of modernizing the material and technical base of the Armed Forces, enhancing the professionalism of military personnel, and educating young people in the spirit of boundless love for the Motherland, the head of state gave specific instructions to the Secretary of the State Security Council and the Minister of Defense.

The Prosecutor General, B. Mukhammedov, reported on the practical steps being taken to ensure proper oversight by his agency over the implementation of regulatory legal acts in the country. It was noted that special attention is being paid to the widespread introduction of digital systems, the improvement of employee qualifications, and the modernization of the material and technical base of the prosecutor’s offices.

After hearing the report, President Serdar Berdimuhamedov emphasized that strengthening legality and law and order in the sovereign state, as well as protecting the rights and freedoms of citizens, remains a top priority. The Prosecutor General was instructed to strictly monitor the clear and unconditional implementation of regulatory legal acts and ongoing efforts to prevent violations of the law.

Next, the Minister of Internal Affairs, M. Hydyrov, reported on the work carried out by the structural divisions of the ministry in January of this year to maintain public order and prevent violations of the law.

A separate focus of the report was on practical steps taken to equip law enforcement agencies with the latest equipment and technology, actively implement digital technologies, and systematically conduct preventive measures to ensure compliance with traffic regulations and fire safety standards.

It was also reported that, in honor of Defender of the Fatherland Day, a new complex of buildings for the Fire Safety Department of the Ministry of Internal Affairs was commissioned in the "Çoganly" residential area of the Bagtyyarlyk district of the capital, along with a new phase of residential buildings named after Myalikguly Berdimuhamedov. Additionally, two modern four-story residential buildings, each containing 32 apartments, were built for employees of the Balkan region’s Police Department of the Ministry of Internal Affairs, along with administrative buildings for vehicle diagnostics and registration at regional police departments.

After hearing the report, President Serdar Berdimuhamedov identified the primary tasks for Ministry of Internal Affairs personnel, including maintaining law and order and preventing various types of offenses.

The importance of regularly conducting public awareness campaigns on the necessity of adhering to traffic regulations and fire safety requirements was also emphasized.

The Chairman of the Supreme Court, B. Khojamgulyyev, reported on the activities of the judicial system since the beginning of the current year, particularly on the measures taken to improve the national justice system. It was noted that the active use of digital technologies and the professional development of judges play a significant role in this work.

After hearing the report, the head of state stressed the importance of successfully achieving the objectives set forth in the Development Program of Turkmenistan’s Judicial System for 2022–2028. In this context, he highlighted the need to ensure that the judicial system operates in line with modern realities and to strengthen the material and technical base of its subordinate structures.

Speaking about the great responsibility placed on the judiciary, the Supreme Commander-in-Chief of the Armed Forces of the country emphasized the need for the continuous professional development of judicial staff and issued the necessary instructions.

Next, the Minister of National Security, N. Atagariyev, reported on the work carried out since the beginning of the current year, the progress of the Ministry’s Development Program for 2022–2028, and the implementation of comprehensive measures.

Information was also provided on the opening of new modern administrative buildings within the Ministry’s structure and residential houses.

After hearing the report and focusing on the tasks ahead, the head of Turkmenistan emphasized the need to continue measures to ensure national security and gave the minister a number of specific instructions.

The Chief of the State Border Service, Y. Nuriyev, reported on the practical steps taken since the beginning of the year to ensure the reliable protection of the sacred borders of the Motherland and to create appropriate conditions for the effective service and living conditions of border guards.

Summarizing the report, the Supreme Commander-in-Chief of the Armed Forces of the country emphasized that the state border of independent and neutral Turkmenistan is a border of friendship with all neighboring countries, with whom the Turkmen people share centuries-old ties of good neighborliness and cooperation.

President Serdar Berdimuhamedov stressed the importance of maintaining the reliable protection of the sacred borders of the Motherland and strengthening the material and technical base of the Border Service, giving the department’s head specific instructions.

Minister of Justice, M. Taganov, reported on the work carried out in the first month of the current year to comprehensively develop the national legislative framework and align it with modern requirements.

Additionally, a draft resolution on the construction of administrative buildings for the justice departments of the city of Turkmenbashi in the Balkan region and the Dashoguz region of the Ministry of Justice was presented for consideration by the head of state.

After hearing the report and highlighting the need for the further improvement of national legislation and ensuring that state agencies develop laws in line with modern needs, the Supreme Commander-in-Chief of the Armed Forces of the country gave the minister a number of specific instructions.

Continuing the meeting, President Serdar Berdimuhamedov signed a resolution titled "On the Construction of Administrative Buildings for the Justice Departments of the City of Turkmenbashi in the Balkan Region and the Dashoguz Region of the Ministry of Justice of Turkmenistan."

The Chairman of the State Customs Service, M. Khudaykuliyev, reported on the work carried out during the reporting period, the practical steps taken to successfully implement the objectives outlined in the Development Program of the agency, and the execution of the president’s earlier instructions to improve operations.

After hearing the report and emphasizing the importance of modernizing the agency’s material and technical base and improving border checkpoint operations to ensure thorough inspection of all goods crossing the border, President Serdar Berdimuhamedov issued relevant instructions to the department’s leadership.

Next, the Chairman of the State Migration Service, A. Sazakow, reported on the work carried out since the beginning of the year and on specific measures aimed at effectively addressing the agency’s priority tasks.

Additionally, a report was presented on the opening and commissioning of a new administrative building for the Koytendag district office of the Lebap regional department of the State Migration Service in honor of Defender of the Fatherland Day.

Summarizing the report, the head of Turkmenistan identified as a priority the continuous improvement of operations, strengthening of the material and technical base of all divisions, improvement of service and living conditions for employees, and enhancement of their professional skills.

Concluding the meeting, President Serdar Berdimuhamedov wished all participants good health, well-being, and great success in their responsible service for the peaceful and happy life of the nation.
