On November 1, President of Turkmenistan Serdar Berdimuhamedov held a regular meeting of the State Security Council, during which the results of the activities of the country’s military and law enforcement agencies over the first ten months of the current year were reviewed.
Secretary of the State Security Council and Minister of Defense Begench Gundogdyev reported on the measures implemented during the specified period to carry out the Program for the Development of the Armed Forces, strengthen the defense capability of the Homeland, and create favorable conditions for the effective work and proper living standards of the defenders of the Motherland. Separate topics of the report included the training of officer personnel, the latest military conscription campaign, and the demobilization of servicemen.
Prosecutor General Begmurat Mukhammedov reported on the results of the activities for ten months of 2025, the practical steps taken to ensure proper supervision over the implementation of legal and regulatory acts, the broad application of digital systems, and the improvement of staff qualifications.
Minister of Internal Affairs Mukhammet Khydyrov reported on the results of the activities of subordinate structures for January–October of the current year, including measures taken to implement the Development Program of the Ministry of Internal Affairs, maintain public order in the country, prevent road traffic accidents, and improve the work of the Fire Safety Service.
Chairman of the Supreme Court Begench Hodjamgulyyev reported on the results of the activities of the judiciary for the ten months of 2025, measures taken to organize court proceedings in line with modern requirements, the fulfillment of instructions previously given by the head of state regarding the active use of digital systems, and the strengthening of the human resources potential of the judicial system.
Minister of National Security Nazar Atagaraev reported on the practical steps taken during the reporting period to protect the sovereignty of the state and fulfill the tasks outlined in the Development Program of the ministry.
Head of the State Border Service Yazgeldi Nuryyev reported on the work carried out since the beginning of the year, as well as on measures being implemented to protect the sacred borders of the Homeland. The report also covered the modernization of border posts, including the opening of modern complexes and the strengthening of the material and technical base of the service through the introduction of advanced technologies.
Minister of Adalat (Justice) Merettagan Taganov reported on the activities carried out during the reporting period, in particular on the preparation of proposals to bring national legislation in line with modern realities, events organized to enhance citizens’ legal awareness, and the provision of proper legal services to the population. The report also included information on measures taken to improve employee professionalism through the study of advanced legal practices.
Chairman of the State Customs Service Maksat Khudaikulyyev reported on the measures implemented during the reporting period to modernize the operations of the subordinate structure, strengthen its material and technical base, and actively apply digital systems and advanced technologies.
Chairman of the State Migration Service Annamukhammet Sazakow reported on the results of the activities of subordinate units for January–October of this year and on the practical steps taken to modernize the material and technical base of the agency and successfully implement its Development Program. The report also covered events organized to improve the qualifications of employees through the study of advanced international practices in the field of migration.
Summing up the meeting, President Serdar Berdimuhamedov noted that, in accordance with the provisions of Turkmenistan’s Military Doctrine, which is strictly defensive in nature, measures are being implemented to ensure a high level of military security and integrity of our independent and permanently neutral Homeland. Great attention, he emphasized, is paid to strengthening the country’s defense capability and improving the social and living conditions of the defenders of the Motherland and their families. The head of state stated that work in this direction would continue in the future as well.
