Dear President Held Another Meeting of the State Security Council

On December 4, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces, Army General Serdar Berdimuhamedov, held another meeting of the State Security Council, where the results of the activities of military and law enforcement agencies for January–November of the current year were summarized.

The first speaker was the Secretary of the State Security Council, Minister of Defense B. Gundogdyev, who reported on the practical steps taken since the beginning of the year to strengthen the defense capacity of the homeland and align the activities of subordinate structures with contemporary realities by introducing a digital system. The report also covered the creation of proper conditions for the productive service and living standards of the defenders of the Fatherland, the improvement of officers’ professionalism, the progress of discharges from military service, and the next conscription of Turkmen citizens.

Summarizing the report, President Serdar Berdimuhamedov emphasized the priority tasks within the framework of implementing the Military Doctrine of the Fatherland, which is purely defensive in nature. In this context, he noted the importance of further improving and developing the Armed Forces of the country and addressed several specific instructions to the Secretary of the State Security Council and the head of the defense department.

Attorney General B. Mukhammedov reported on the results of activities over the past eleven months, overseeing law compliance across all sectors, and the results of inspections to enforce the provisions of regulatory legal acts, as instructed by the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan.

After hearing the report, President Serdar Berdimuhamedov highlighted that the key focus of this structure's work is to strengthen legality and law enforcement in the independent, neutral homeland. The active application of digital systems, aimed at improving the activities of the prosecutor's offices and creating conditions for the proper fulfillment of their powers, was also emphasized. The President addressed relevant instructions to the head of the Prosecutor General’s Office.

During the meeting, a document on the appointment and dismissal of prosecutors was signed.

Next, Minister of Internal Affairs M. Khydyrov reported on comprehensive measures taken during January–November 2024 to prevent violations, ensure traffic rules compliance on highways, and adhere to fire safety regulations. The implementation of the Development Program was also a separate topic of the report.

After hearing the report, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan focused on the importance of effectively combating crime and other violations. Among the key tasks identified were the application of modern technologies to ensure road safety and, with the onset of winter, strict fire safety compliance. The President addressed several specific instructions to the Minister.

Chairman of the Supreme Court B. Khodjamgulyev reported on the results of activities for the past eleven months, practical steps taken to improve the national judicial system by actively utilizing digital technologies, and strengthening the human resources potential.

Summarizing the report, the Supreme Commander-in-Chief of the Armed Forces stressed the importance of using modern methods and innovative technologies to properly fulfill the department’s key functions. Speaking about future plans, President Serdar Berdimuhamedov instructed the head of the Supreme Court to continue enhancing the professionalism of court staff and improving their activities.

Then, Minister of National Security N. Atagarayev reported on measures taken since the beginning of the year to maintain stability and peace in the country, introducing digital systems into the department's units, and fulfilling previously given instructions from the head of Turkmenistan.

After hearing the report, President Serdar Berdimuhamedov noted the importance of aligning the professional training system for Ministry personnel with contemporary realities, broadly applying advanced global practices. The head of Turkmenistan also instructed the Minister to strictly monitor the proper execution of assigned tasks.

Subsequently, the Head of the State Border Service Y. Nuriyev reported on the results of work done during the specified period, creating conditions for more efficient service, equipping subordinate units with modern equipment, and organizing events to enhance the professional skills of young defenders of the homeland and career officers.

Summarizing the report, the Supreme Commander-in-Chief of the Armed Forces emphasized the significant role of the Border Troops in maintaining friendly relations between independent, neutral Turkmenistan and neighboring states. The head of the Service was instructed to ensure proper work to securely guard the state border and maintain peace along the sacred frontiers of the homeland. Additionally, measures aimed at improving service conditions and the social and living standards of border guards were highlighted.

Further, Minister of Justice M. Taganov reported on the results of activities for January–November of the current year, the preparation of proposals for improving the country's legislative framework, and the provision of legal assistance to the population. A separate topic of the report was the progress of instructions previously given by the head of state.

After hearing the report, President Serdar Berdimuhamedov stated that analyzing draft regulatory legal acts and bringing them in line with generally accepted international norms and national legislation provisions is among the primary requirements of modernity. Priority tasks included organizing events at institutions, enterprises, and among the population to raise legal awareness and explain the goals and significance of the laws adopted in the country.

Finally, Chairman of the State Migration Service A. Sazakov reported on practical steps taken over the eleven months to successfully implement the development program of the led structure and align the department's activities with contemporary realities. The report also covered the regional ministerial conference "Eradicating Statelessness in Central Asia" held in November in the Turkmen capital, where the results of a global campaign in Central Asia were summarized. The forum acknowledged the successes of the Turkmen Government in this area, and a final document was adopted.

After hearing the report, the head of Turkmenistan noted that ensuring the compliance of Turkmen citizens and foreigners with the relevant legislation should be a constant focus. Service staff should demonstrate high professionalism and responsibility in their duties, emphasized President Serdar Berdimuhamedov, instructing the department's head to ensure proper fulfillment of international migration agreements to which Turkmenistan is a party.

Summarizing the meeting, the Supreme Commander-in-Chief of the Armed Forces emphasized that, following the purely defensive Military Doctrine, our independent permanently neutral state consistently takes measures aimed at ensuring a high level of security and integrity of the Fatherland, strengthening its defense capabilities, as well as improving the social and living conditions of defenders of the homeland and their families.

The State Security Council also addressed several issues during the meeting, with corresponding decisions adopted.

At the end of the meeting, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces, Army General Serdar Berdimuhamedov, wished its participants good health and great success in their responsible service for the sake of the peaceful and happy life of the people.
