A working meeting was held in digital format to discuss the draft Agreement on the establishment of the Turkmen-Chinese Joint Energy Training Center at the Yagshygeldi Kakayev International Oil and Gas University

In 2023, with the aim of strengthening and developing international cooperation in the field of science and education, a Memorandum of Understanding was signed between the Yagshygeldi Kakayev International Oil and Gas University and the China University of Petroleum. This important document envisions taking the cooperation and relations between the higher education institutions of the two countries to a new level and includes areas such as exchanging experience in scientific and educational activities, implementing information technologies, and training highly qualified specialists, bachelors, and masters.

To implement the objectives arising from the Memorandum, a high-level meeting was held at the university in 2023. A delegation from the Ministry of Education of the People's Republic of China participated in the meeting. During the session, representatives of the Chinese side proposed the creation of a joint Turkmen-Chinese Energy Training Center as a new initiative, involving the China-Foreign Language Exchange and Cooperation Center of the Chinese Ministry of Education, the Yagshygeldi Kakayev International Oil and Gas University and the China University of Petroleum. It was emphasized that this center would play an important role in the development of education, scientific research, and the exchange of experience between the two countries.

Based on this proposal, in 2024, with the participation of the relevant parties, a draft Agreement on the establishment of the Turkmen-Chinese Energy Training Center was prepared. The training directions, organizational issues, and the main principles for student preparation at the center were determined.

On April 2, 2026, in order to comprehensively discuss the draft of this Agreement, a working meeting was held in digital format. The meeting was attended by the heads and relevant specialists of the two higher education institutions, who shared their opinions on various aspects of the project.

During the meeting, special attention was given to organizing training for the professional development of the teaching staff, specialists, and employees at the Turkmen-Chinese Energy Training Center, as well as conducting summer educational and production internships for students of the two higher education institutions.

In addition, bilateral discussions were held on the draft Agreement, resulting in further refinement of its legal and organizational aspects. The sections defining the duties and responsibilities of the parties were reviewed and revised in accordance with modern requirements. As a result, mutual understanding was reached on all key issues, and appropriate decisions were made.

This cooperation project will open wide opportunities not only in the field of education but also in scientific and technological development, and will play an important role in training highly qualified specialists for Turkmenistan’s oil, gas, and energy sectors.

The participants of the working meeting highly appreciated the opportunities being created for the development of international cooperation in the field of science and education in Turkmenistan. They also particularly noted the successful outcomes of the state policy being implemented in this area and expressed their sincere gratitude to the Honorable Hero Arkadag and the Honorable Arkadagly Hero Serdar for creating such extensive opportunities.
