International University for the Humanities and Development Represented in an International Project in Helsinki

From August 17 to 22, an exposure visit is taking place in Helsinki, the capital of Finland, as part of the regional project “Digital Connectivity in Central Asia” (C4CA), organized by the European Union. The event aims to exchange experience, develop professional competencies, and strengthen international cooperation in digital transformation, modern communication technologies, and digital infrastructure development. The project is being implemented at the Laurea University of Applied Sciences in cooperation with the HAUS Finnish Institute Public Management.

In this visit, Turkmenistan is represented by the International University for the Humanities and Development, which maintains active and consistent cooperation with Laurea University of Applied Sciences and the HAUS Finnish Institute Public Management based on a Memorandum of Understanding signed in June 2026.

During the visit, N. Shihliyev, Vice-Rector of the International University for the Humanities and Development held substantive discussions with the project managers. The sides discussed in detail promising areas of further cooperation, outlined priority spheres of interaction, and considered opportunities for implementing joint initiatives aimed at strengthening partnership ties and developing academic and scientific potential. Special attention was paid to expanding mutually beneficial cooperation in education and research activities, including development of joint educational and research projects, exchange of professional experience and expertise, as well as creation of additional opportunities for interaction among members of the academic community.

During the consultations, the parties also emphasized their commitment to the further development of a sustainable and long-term partnership based on mutual interest and the utilization of existing academic and scientific potential. An important outcome of the meeting was reaching an agreement in principle to implement part of the project at the International University for the Humanities and Development. This agreement opens up additional opportunities for the university’s active involvement in the project’s implementation and creates prerequisites for the further expansion of cooperation and the realization of new joint initiatives in educational and research fields.

The “Digital Connectivity in Central Asia” project is a component of the broader regional C4CA project aimed at establishing sustainable cooperation between higher education institutions in advanced digital communications. Particular focus is given to exchanging academic and practical experience, developing joint educational and research initiatives, enhancing digital competencies, and studying modern approaches to using innovative technologies in educational and scientific activities.

During the educational visit, participants learned about Finland’s experience in digital development, e-infrastructure, modern communication technologies, and integration of digital solutions into higher education and public administration systems. Importantly, the international format of the event creates additional opportunities for professional dialogue, establishing new partnership contacts, and discussing prospects for joint initiatives between higher education institutions in Central Asian countries and European partners.

The participation of the International University for the Humanities and Development in this event is of key importance for the further growth of the university’s international activities. It contributes to expanding academic and institutional cooperation, sharing best practices in digital transformation, building the university’s capacity in modern information and communication technologies, and creating new opportunities for joint educational, research, and innovation projects.

Furthermore, the university’s participation in this project strengthens its standing as an active participant in international initiatives aimed at developing digital skills and improving the quality of higher education through modern technological solutions. The experience gained during the visit can be applied to the continuous refinement of educational and research processes, as well as the expansion of the university’s international partnerships.

Thus, the working visit to Finland serves as an important platform for knowledge and experience exchange between representatives of educational institutions and partner organizations.
