New master’s degree program in “Economics and Management of the Fuel and Energy Complex” has been launched at the State Energy Institute of Turkmenistan

Starting from the 2026–2027 academic year, the State Energy Institute of Turkmenistan has launched a new master’s degree program in the field of training 5.37.04.29 — “Economics and Management of the Fuel and Energy Complex.” This new field has been developed taking into account the requirements of the modern energy sector related to economic, managerial, environmental, and digital development.

The launching of the new master’s program is connected with important tasks such as modernizing the country’s fuel and energy complex, increasing the economic efficiency of the sector, introducing digital technologies, ensuring the efficient use of energy resources and widely implementing the principles of sustainable development. The program is aimed at training highly qualified master’s degree specialists with in-depth theoretical and practical knowledge in the economics and management of the energy sector.

The main objective of the new field of training is to prepare specialists with comprehensive knowledge in the economics and management of the fuel and energy complex, strategic planning, rational use of natural resources, energy efficiency, sustainable development, and modern management solutions. 20 master’s students studying in this field will acquire the necessary skills to analyze economic processes at the enterprise, sectoral, and state levels, develop management decisions, improve production efficiency and apply the principles of environmental and social responsibility.

A distinctive feature of the program is its integrated content, which combines such areas as economics, management, ecology, law, social studies, environmental protection and digital technologies. This enables master’s students not only to study the economic indicators of the energy sector, but also to develop management strategies that ensure sustainable development in the sector.

The new master’s program “Economics and Management of the Fuel and Energy Complex” (ESG strategies), is based on ESG approaches, that is, environmental, social and governance approaches. In international practice, this concept is widely known as ESG and represents an integrated system of environmental protection, social responsibility and effective governance. On this basis, the master’s students will receive modern knowledge on developing sustainable management strategies in energy-sector organizations and enterprises, assessing environmental and social risks, improving corporate governance, and applying the principles of the green economy.

A significant role in the development of the program was played by the participation of the State Energy Institute of Turkmenistan in the European Union Erasmus+ project “Bridging Environmental Concerns, Societal Needs and Good Governance in Central Asian Education and Employment Sectors” (ESGCA). The educational and methodological approaches, international experience and innovative academic directions developed within the framework of this project helped modernize the content of the new master’s program.

The ESGCA project is aimed at integrating ESG principles into the higher education system of Central Asian universities, developing the capacities of higher education institutions, strengthening research and innovation activities, as well as enhancing cooperation between educational institutions and employers. Within the framework of this project, it is also planned to establish an ESGCA center at the State Energy Institute of Turkmenistan, equipped with modern facilities. This center will further strengthen the material and technical base of the new master’s training program and will create opportunities for master’s students to conduct research in modern conditions.

The launching of the training area “Economics and Management of the Fuel and Energy Complex” is also closely connected with the current demands of the labor market. The development of the energy sector in the country, the improvement of production, the introduction of digital technologies, and the implementation of management decisions on a scientific basis are increasing the need for highly qualified specialists in this field. Such specialists will be able to work in energy sector enterprises in areas such as economic analysis, planning, resource management, improving financial and economic efficiency, and implementing sustainable development strategies.

The State Energy Institute of Turkmenistan has the necessary teaching staff, educational-methodological resources and material and technical facilities to train master’s students in this field. The Department of Economics of the Energy Sector at the Institute employs lecturers who have scientific and practical experience in the relevant field. The department’s lecturers have participated in international training programs in economics, energy, ESG, sustainable development and management, and have gained relevant experience.

Within the framework of the new master’s program, master’s students will conduct research in such areas as the economics of the energy sector, environmental economics, sustainable development, energy management, energy saving and energy efficiency, state regulation of the rational use of resources in the fuel and energy complex, regional economics and resource potential, ESG and the “green” economy, as well as digital technologies in the use of natural resources.

It is planned that the practical training of master’s students will be carried out at the Research and Production Center “Renewable Energy Sources” of the State Energy Institute of Turkmenistan, as well as at relevant institutions and enterprises under the Ministry of Energy of Turkmenistan. This practical training will enable master’s students to combine their theoretical knowledge with practical work, study current issues of the energy sector on site, and develop skills in preparing management decisions.

Graduates who successfully complete their studies will be able to work in institutions and enterprises under the authority of the Ministry of Energy of Turkmenistan, in the structural divisions of the State Electric Power Corporation “Turkmenenergo”, in specialized research institutions, higher and secondary vocational educational institutions, as well as in other relevant organizations. They will be prepared for professional activities in such areas as energy sector economics and management, energy efficiency, sustainable development, the green economy, environmental and social responsibility, and corporate governance.

At the State Energy Institute of Turkmenistan, the educational and methodological support in this field is also being consistently developed. The Department of Energy Sector Economics has prepared and published textbooks and teaching manuals, including Energy Market and Energy Trading, Production Management, and Organization of Energy Production. In addition, the textbook Economics of the Energy Sector is currently being prepared for publication.

The preparation of scientific articles, reports for international and national conferences, abstracts, and other academic works related to the fuel and energy sector and economics demonstrates the continued strengthening of the scientific foundation in this field.

The introduction of the new Master’s degree programme represents an important step towards modernizing the content of higher professional education at the State Energy Institute of Turkmenistan, developing educational programmes in line with international best practices, and preparing highly qualified specialists for the energy sector with strong scientific and practical competencies.

The programme will provide extensive opportunities to prepare Master’s graduates with a profound understanding of the economics and management of the fuel and energy complex, as well as comprehensive knowledge of sustainable development, ESG (Environmental, Social and Governance) principles, energy efficiency, the efficient and rational use of natural resources, digital technologies, and modern management strategies. It will also contribute to developing graduates with a broad outlook and the ability to think innovatively.
