Turkmen delegation studies best practices at regional seminar in Tokyo

A regional seminar organized by the United Nations Office on Drugs and Crime (UNODC) opened in Tokyo on September 16. The event focuses on strengthening strategic communications to empower young people, enhance digital resilience, and prevent violent extremism in Central Asia. Turkmenistan is taking an active part in the seminar.

The Turkmen delegation includes Deputy Minister of Education Azat Atayev, representatives of the Ministry of Internal Affairs of Turkmenistan, civil society organizations, and members of the Regional Youth Network of Central Asia (RYNCA). Held with the support of the Government of Japan, the seminar has brought together representatives of the five Central Asian countries, international experts, government officials, and leading technology companies.

On the first day, participants discussed Japan’s experience in ensuring the online safety of children and young people. Discussions covered parental control mechanisms, age verification systems, methods of combating cyber threats, and cooperation between government agencies and international internet and gaming platforms.

Representatives of globally recognized technology companies also shared their expertise. In particular, speakers from Nintendo and Roblox, along with international digital security experts, presented modern approaches and solutions.

Special attention was paid to the role of young people in the digital environment. Participants emphasized that youth should not only be recipients of preventive information but also active contributors to the development of digital solutions, community initiatives, and positive online content.

During the discussions, the Turkmen delegation stressed the need for a broader understanding of digital resilience. The Turkmen side noted that the concept should encompass not only protection from harmful content but also the development of responsible digital literacy, critical thinking, motivation for education, and the creation of opportunities for young people to use digital technologies effectively for personal and professional growth.

Representatives of Turkmenistan also highlighted that prevention efforts should focus on two key priorities: creating a safe digital environment and engaging young people in education, creativity, and project-based activities. Such an approach not only protects youth from external threats but also strengthens their ability to identify risks independently.

As part of the Youth Assembly, Shukurgeldi Myradov, Turkmenistan’s representative in the Regional Youth Network of Central Asia, presented a proposal to establish a Center for Sustainable Youth Initiatives. The initiative envisions creating a permanent platform where young people, together with government institutions, civil society, and international partners, can develop digital content and socially significant projects.

The proposed center would enable young people to enhance their knowledge of modern technologies, strategic communications, and media literacy, while also developing practical skills needed in the labor market.

The first day of the seminar demonstrated strong interest in strengthening regional cooperation among young people, government institutions, and the private technology sector. The event will continue on September 17–18 with practical sessions on expanding the CAPVE network, strengthening strategic communications, increasing youth participation, and studying Japan’s experience in prevention and reintegration.
